Mitigation Investigator, Northern District of Texas

The Federal Public Defender for the Northern District of Texas is accepting applications for a full-time mitigation investigator in the Capital Habeas Unit (CHU), located in Dallas, Texas. The CHU represents death-sentenced prisoners in federal habeas corpus proceedings in the United States District Courts in Texas, the United States Court of Appeals for the Fifth Circuit, and the United States Supreme Court.

An ability to work as a member of a multidisciplinary team, including with attorneys, investigators, paralegals, and other staff is essential.

Requirements: The Applicant must possess strong analytical ability and be able to understand and manage complex factual issues; have strong interpersonal skills and solid oral and written communication skills; and should possess a demonstrated commitment to social justice and/or indigent defense. While Applicants with prior experience conducting mitigation investigation is preferred, all levels of experience will be considered. Individuals with experience in the areas of social work and/or mental health are encouraged to apply. The ability to speak Spanish is preferred, but not essential.

This position is located in Dallas, but will require travel throughout the United States and, potentially, in other countries as well.

Duties. The duties of the mitigation investigator include case preparation for federal habeas corpus and clemency proceedings. The mitigation investigator will work closely with attorneys, paralegals, and other staff to develop the litigation. Specific responsibilities of the mitigation investigator include: collecting and reviewing records, interviewing clients and witnesses, and meeting with experts. Other duties include developing social histories and identifying issues that require expert evaluations.

Extensive travel is required and you must have the ability to work non-traditional hours.

Salary and Benefits: The position is full-time with federal benefits and salary is commensurate with experience and qualifications. The starting salary for the position will fall within a range of $65,479 to $110,283. The position is excepted service and does not carry the tenure rights of the competitive Civil Service. Benefits include health and life insurance, retirement, and the Thrift Savings Plan. Salary is payable only by direct deposit. Appointment and retention is subject to a satisfactory background investigation including, but not limited to, an FBI fingerprint and name check.
