Capital Habeas Investigator, District of Oregon

We are accepting applications from investigators with substantial capital experience to join the Federal Public Defender’s Office and assist in the representation of our capital habeas corpus clients.

The Investigator will play an integral role in the strategic development and work-up of guilt -phase and penalty-phase issues in our capital cases. The Investigator will be responsible for locating and interviewing witnesses, preparing affidavits, serving subpoenas, retrieving and analyzing documentary and physical evidence, and assisting the team in the development of theories and bases for relief.

Applicants must possess substantial experience with capital fact investigations as well as the development of defense mitigation presentations in capital trials, post-conviction cases, or federal habeas cases.

Preference will be given to candidates who have knowledge of and experience with federal capital habeas litigation. Successful applicants will be proficient with relevant legal and investigative software. Candidates must possess excellent oral and written communication skills, strong interpersonal skills, and must be able to work well with others in demanding and stressful situations. A valid driver’s license, insurance, and the ability to operate a personal vehicle for business purposes (mileage is reimbursable) is required. This position may require work on holidays, evenings, and weekends, as the nature of the cases require. It will also require state and nationwide travel. Frequent and extended travel to jails and prisons will also be required to meet with clients.

Starting salary commensurate with experience and ranges from the equivalent of GS 11 to GS 14 ($65,017 to $109,505 per year). Compensation also includes federal government employee benefits: paid federal holidays, paid vacation, paid sick leave, health and life insurance, retirement, and the Thrift Savings Plan. This position is “at-will,” excepted service, and does not carry the tenure rights of the competitive Civil Service. Salary is paid biweekly, and payable only by direct deposit.
